Annual National Defense Bill Moves Forward

The House and Senate Armed Services Committees have completed consideration of the fiscal year 2009 National Defense Authorization Act (NDAA). The full House approved its bill with amendments, H.R. 5658, on May 22. At press time, however, the full Senate had yet to complete its measure, S. 3001. Once the Senate approves its bill, a conference committee will convene later in the summer or fall to complete the bill and present it to the President for signature into law.

With the Senate bill yet incomplete, let’s take a look at some of the significant provisions in the House bill. Readers are reminded that these items still must go through conference committee before they are enacted.
